INVITATION TO BID
HVAC Improvements – Sunset Homes
CORDELE HOUSING AUTHORITY
Bids for furnishing all labor, materials, equipment, and services required for the Work known as HVAC Improvements, GA 63-1 (Sunset Homes), Cordele, Georgia will be received until 10:30 AM local time on September 29, 2026 at the Maintenance Facility of the Housing Authority (PHA) located at 410 S. 7th Street. At this time and place all bids received will be publicly opened and read aloud.
A Pre-Proposal Meeting will be held at 10:30 AM local time on September 1, 2026 at the Maintenance Facility of the Housing Authority (PHA) located at 410 S. 7th Street, Cordele, Georgia. Though this meeting is not mandatory, it will provide potential bidders with an opportunity to visit the subject property, observe the interior of Buildings, and review bidding procedures. Response to any questions posed at this meeting will be issued in the form of an Addendum, issued to all known bidders.
Without force and effect on the Bidding Documents and the proposed Contract Documents, the work required is briefly described as:
Provide labor and incidental products for new HVAC split systems at Dwelling Units at the site known as GA 63-1 Sunset Homes. The Owner will provide certain pieces of the HVAC equipment as listed on the MEP drawings. Removal of existing heating systems, including equipment, supply piping, and electrical connections. Flues and chimneys will also be removed at the 30 Dwelling Units. Included is repair of deck and roofs where chimneys are removed. Scope includes providing electric split system heating and air-conditioning systems including all required electrical connections and repair of all adjacent surfaces damaged in the performance of the work.
The work required is fully described in the Bidding Documents consisting of the Project Manual and the Drawings.
Proposed Contract forms, Drawings and Project Manual are on file in the office of the PHA and the Architect, THW DESIGN, INC., 2100 RiverEdge Parkway, Suite 900, Atlanta, Georgia, 30328, telephone 770-916-2220. Hard copies of Bidding Documents may be obtained by providing a NONREFUNDABLE payment of $50.00 per set of Documents to the Architect. No partial sets will be issued. Checks should be made payable to the Architect and mailed to the above address.
Each bid shall include Bid Guarantee in an amount equal to five percent of the Bid. Provide as a certified check or bank draft payable to the PHA; U.S. Government Bonds, or as a properly executed Bid Bond with surety acceptable to the PHA. A Surety Company executing the Bid Bond must be authorized to transact business in the Project State and must appear on the most current U.S. Treasury Department’s Circular No. 570. The successful bidder is required to provide satisfactory Performance and Payment Bonds prior to execution of the Agreement.
Refer to provisions for equal employment opportunities and payment of not less than minimum salaries and wages indicated in the Project Manual.
Each bid shall include THE SIGNED ORIGINAL AND TWO CONFORMED COPIES of the following:
1. A properly executed Bid Form.
2. A properly executed Bid Guarantee.
3. A properly executed Non-Collusive Affidavit.
4. A fully completed Form HUD-5369-A, “Representations, Certifications and Other Statements of Bidders”.
Small businesses and minority firms are urged to submit proposals. Certification as a Minority-business Enterprise (or number of partners, shareholders, employees who are members of minority classification or are women) should be included in the Bid proposal. Refer to Articles 38, 39 and 40 of The General Conditions.
The PHA reserves the right to reject any and all bids, and to waive irregularities and formalities in the bidding. No bids may be withdrawn for a period of sixty days subsequent to the opening of bids without PHA consent.
